A comeback the Russian player claimed his maiden title for 882 days with a win over Frenchman Moutet in the competition title decider.
Medvedev, a former number one, has endured a challenging season, managing just one match at the Grand Slams and suffering a meltdown at the American major.
Medvedev's inconsistency on the ATP Tour - and issues with his serving in especial - resulted in him exiting of the world's top 10 and ultimately splitting with long-term coach Cervara.
Presently working with Thomas Johansson and Rohan Goetzke, he has consistently advanced in the past month - peaking in a closely contested 7-5 4-6 6-3 victory over Frenchman Moutet.
This represents Medvedev's maiden trophy following the Italian tournament and maiden on a hard surface since March of the previous year.
The win also means he has secured 21 victories at twenty-one distinct events.
"This marks the first occasion I'm at a competition with my two daughters together, so to get a trophy is especially meaningful," commented tennis professional the champion.
"This title is in dedication of my younger daughter her name, because the maiden victory I got when my child her name was born was for her."
The athlete, the 2021 US Open champion, had failed in his past six finals, featuring in Halle in the past months.
Medvedev's defensive play style and regular emotional displays on the tennis court had caused observers to question if his skill to perform at the elite level was finished.
But the athlete has implemented adjustments in recent weeks, attempting to advance forward and perform positively, backed up by an better service.
He came back from a disadvantage in the initial set against the challenging Moutet, securing 4 of the last five points to take the lead.
The competitors swapped break points in the second set before the challenger, striving for his first tour championship, took control to create a third set.
Moutet saved 4 early opportunities in a competitive deciding set before the Russian broke to 15 to serve for the match.
Fittingly, he secured the win with a shot at the front of the court, with the Frenchman incapable to control a shot after a lengthy match.
